carrying out his intention and so the settlement of the

question was further delayed,

In these circumstances after consulting the

Finance Committee of the Legislative Council, I have

authorised the payment of the sum of 38547.21 as show in

the enclosures to the Postmaster General's minute. of this

amount the sum of $2392.90 is properly payable from Hongkong

funds and the balance of 86154.31 from Imperial funds, and

I shall be glad if, in view of the considerations which have

been put forward, this arrangement may be sanctioned and

the Postmaster General, Hongkong, authorised to draw on Imperial funds under his control to the extent indicated.
